Police say she was shot and killed last month by her husband, 37-year-old Antoine Elvin Sullivan, who then turned the gun on himself at their Upper Marlboro home.

Friends and family members gathered to remember the 35-year-old mother of four, but to also talk about the issue of domestic violence. Olivia Franklin, friend and neighbor of Wilkerson-Sullivan, says she hopes her friend’s death will encourage others to speak up.

Prince George’s County, Maryland with the most reported cases of domestic violence.

“Our goal — what Tonya would have wanted — was to promote awareness to domestic violence for every man and woman,” said Priscilla Merritt, a friend. “Speak up, say something.”

Tonya’s godfather also had a message for those attending the vigil: “Domestic violence — don’t touch, walk away.”

You might need it for Monday’s commute.

With the return to standard time, it will get darker sooner in the afternoon, which means the first afternoon commute on Monday could be a challenge.

“It’s a strange phenomenon that I’ve seen for as long as I’ve been doing traffic,” said Jim Battagliese, ĂŰĚŇĘÓƵapp’s director of traffic operations.

Turning the clocks back usually makes for a “crazy” rush hour, he said: “It doesn’t take much to mess up traffic around here.”

“People have to drive home in the dark. They are not used to it,” Battagliese continued. “For some reason, it just kind of freaks everybody out and makes for a worse rush hour.”

He says everyone should be prepared for a longer than usual commute on Monday afternoon.

“Just be aware,” Battagliese says. “Be aware that people will be a little off because they are driving in the dark.”

Maryland officials lending reflective vests for Halloween /lifestyle/2015/10/maryland-officials-lending-reflective-vests-halloween/ /lifestyle/2015/10/maryland-officials-lending-reflective-vests-halloween/#respond Sun, 25 Oct 2015 19:27:07 +0000 http://wtop.com/?p=5193661 WASHINGTON — Evenings are getting darker as winter approaches, so the Maryland State Highway Administration (SHA) wants to help keep kids, and their adult chaperones, stay safe this Halloween.

The State Highway Administration will be lending out reflective vests at highway maintenance shops across the state, as part of the annual Vests for Visibility Program.

The vests are designed to be worn over clothing — or costumes — and help increase pedestrians’ visibility.

The vests will be available on a first-come, first-served basis at most SHA maintenance facilities, during the days leading up to the holiday. They may be picked up between Wednesday and Friday from 8 a.m. until 4 p.m. The vests must be returned by Friday, Nov.  6.

Officials say all pedestrians need to be careful at this time of year.

“With the upcoming time change, it will be dark earlier making it more difficult for drivers to see pedestrians and cyclists,” said SHA Administrator Gregory C. Johnson. “When walking or biking be sure to wear something bright and when driving use extra caution and follow speed limits.”

Safety Tips:

FOR MOTORISTS:

  • Stop for pedestrians. Maryland law requires motorists to stop for pedestrians in marked crosswalks and intersections.
    • Stay alert. Park the mobile phone.
    • Obey the speed limit. Speeding only makes it more difficult to stop unexpectedly.
    • Motorists should be more cautious during peak trick-or-treating hours between 4  and 9 p.m.
    • Enter and exit driveways slowly. Use caution when turning at intersections.
    • Be alert for children darting across the street and crossing between parked cars.
    • When driving children to and from different activities, make sure all seat belts are fastened and let children out of the car on the curbside.
    • Never drink and drive. Designate a sober driver.

FOR PEDESTRIANS:

  • Look left, right and left again before crossing the street.
    • Cross at crosswalks or intersections.
    • Be sure to see and be seen. Avoid dark clothing, wear bright colors and use reflective devices such as vests and blinking lights.
    • Avoid costumes that may impair vision.
    • Make eye contact with drivers when crossing the street.
    • Stay alert and be on the lookout for cars traveling above the speed limit.

After taking place at the Congressional Country Club in Bethesda for the past three years, the tournament moves over to the Robert Trent Jones Golf Club in Gainesville.

There will be no on-site parking or public walk-up entrance at the Robert Trent Jones Golf Club. Quicken Loans National tournament director Mike Antolini says parking will be available at nearby Jiffy Lube Live.

“There will be plenty of shuttle buses there to take all of our guests from Jiffy Lube Live to the Robert Trent Jones Golf Club,” and dropping them off at the main gate at the Quicken Loan National, says Antolini.

Parking is $10 if you buy it online in advance, or $15 at the gate.

ĂŰĚŇĘÓƵapp Traffic Reporter Dave Dildine says there are few shortcuts to the Jiffy Lube Live lots on Wellington Road. In short:

  • From westbound Interstate 66, take Prince William Parkway (Route 234), which is Exit 44. Then, turn right onto Balls Ford Road and another right onto Wellington Road.
  • From eastbound I-66, take Route 29 southbound (Exit 43) to Linton Hall Road to Wellington Road.

“Wellington Road, just a two-lane road each way, (is) really hard to get in and especially out of those lots, ” Dildine says, noting  there is a new interchange with an overpass and an underpass, and turn signals at Route 29, which might ease things a bit.

In addition,  Prince William County Police are recommending tourney-goers take Route 29 to University Boulevard.

As for the experience at the Robert Trent Jones Golf Club, cellphones and other smart devices are allowed, but there is a .

“We certainly ask that they are all silenced and that there is no talking near the course of play. We have plenty of designated cellphone areas in our fan villages, at the main gate, at the lawn, and within any structure,” Antolini says.

Practice rounds will be held on Tuesday, starting at 7 a.m. ; the Pro-Am starts at 7 a.m. on Wednesday.

The first round is scheduled to tee off at 7:20 a.m. on Thursday, with the second round at 7:20 a.m. on Friday. The third round is scheduled to start at 8 a.m. Saturday, and the final round set to start at 8:30 a.m. on Sunday.
